The creation of Regional Study and Resource Centres (RSRCs) demonstrates how partnerships can produce buildings that pay as much attention to sustainability as they do to the user preferences.
The absence of libraries and other facilities in Namibia’s regional capitals prompted the Namibian government, through the United States’ funded Millennium Challenge Account (MCA), to commission three new Research Centres. These aim to build human capital and provide access to knowledge and learning, particularly for low-income, marginalised community members. From the outset the project team knew they did not want status buildings. Instead, they set out to create iconic structures that are highly visible and inviting.
